State Electricity Regulatory Commission presents draft framework for resource adequacy regulations, 2024

The State Electricity Regulatory Commission has introduced new draft regulations aimed at ensuring adequate resources for electricity generation and transmission. These regulations, effective upon publication in the Jharkhand State Gazette, are designed to improve planning to reliably meet projected electricity demand and in accordance with specified reliability standards.

The aim of these regulations is to establish a framework for resource adequacy, ensuring a balanced mix of generation sources to meet electricity demand efficiently and reliably. This framework will cover various aspects including demand assessment and forecasting, production resource planning, procurement planning, and monitoring and compliance.

Under these regulations, distribution licensees are required to develop medium- and short-term distribution resource adequacy plans (MT-DRAP and ST-DRAP) under specified conditions. This involves forecasting electricity demand over a period of up to 10 years using comprehensive data and mathematical models.

Demand assessment and forecasting will be a key element, with distribution licensees responsible for assessing hourly or sub-hourly demand forecasts using advanced tools and data sources. They will take into account factors such as weather conditions, historical data, demographics and political impacts to accurately forecast demand.

Capacity credit factors for renewable generation sources like wind and solar will be determined using a net load-based approach, taking into account actual generation data and load profiles.

The supply of electricity from renewable sources will follow competitive tender processes based on tariffs outlined by the Ministry of Energy.

Distribution licensees will establish planning cells dedicated to resource adequacy and supply of electricity within specified time frames. These cells will facilitate real-time electricity transactions and ensure efficient resource planning.

The regulations also emphasize collaboration among stakeholders, including generation companies, transmission utilities, load dispatch centers and regulatory agencies, to ensure effective implementation of plans. adequacy of resources.

The Commission retains the authority to interpret and modify these regulations as necessary to address changing circumstances and ensure compliance with regulatory objectives.

If difficulties arise, the Commission may issue general or specific orders to resolve problems and provide flexibility in implementing these regulations. These regulations aim to improve the reliability and efficiency of electricity supply in Jharkhand by promoting effective resource planning and coordination among stakeholders.
